Yes, stabilize the insect damage before gluing up.

You could leave the frass in place and consolidate it, but I would try to remove it and fill the voids with epoxy paste filler after treating them ...

1/4" at the shoulder or bed by 1/2" at the neck is a good minimum size. 5/16" by 9/16" or more will allow for a little more putty and perhaps a longer service life.

Have you tried steam-bending the shingles?
Who is the consultant?
I suggest asking the consultant for an alternate spec on the shingle that can be applied to the curve.
