Re pointing with Hydralic cement in small areas?

I have a 3 story brick home and most of the joints are in good shape but there are a few small places, probably the biggest is a 2 sq ft section near the ground where the mortar is missing and where the PO tried to fix with caulk, [that didn't work]

I do get leaking into the basement from these areas and I would like to remove the caulk, not hard as it is falling out anyway, then pipe in hydraulic cement and tool to finish. Is there any reason that in small areas that would cause a problem?
