Are there vinyl STORM windows? and if so who makes them?

I googled and found almost nothing on vinyl Storm windows. Only aluminum or wood.
I also read several places that say that aluminum ones draw away more heat than they save.

So I thought well why not vinyl Storms, but I can't find any or any info really. Does anyone make them and if so whom, and if not any ideas on why not?

I have them on half of my house and the other half is aluminum. I prefer the aluminum. They operate better. No idea of the manufacturer but if you do find some check the quality and see how well they go up an down.
