They will give you the new slate guidelines. If they cannot give you a contractors listing, one strategy is to put up a temporary roof now to protect your building, then in a year, or two or five, there will be less pressure on the good contractors and they will be able to do your roof. Hopefully it would be easier to find a contractor who could do a good job on the temporary roofing. The guidelines have recommendations for temporary roofing.

EXISTING MATERIALS
A. All existing slate roofs must be replaced with slate of the same quality, color and size of the existing roof.
B. All existing clay tile and existing standing seam metal roofs must be replaced in the same method and quality as the existing roof material.

ROOFING REPLACEMENT MATERIALS
A. Existing slate roofs on all purple and blue rated buildings shall be maintained or replaced with slate of traditional shingle size installations.
B. With the exception of existing slate roofs, roofing for green and pink rated buildings may be replaced with any slate or cement, slate-type shingles.
C. With the exception of existing slate roofs, roofing for yellow, orange and brown rated buildings may be replaced with any slate or any of the simulated slate-type shingles, cement or otherwise.
D. All clay tiles shall be maintained or replaced with comparable clay tiles.
E. Pitched roofs without slate or tile:
1. On all roofs composed of materials other than slate or tile, replacement materials shall be at least comparable quality to the material replaced, with no building receiving a roof of lesser quality. Green and pink rated buildings shall receive no roof of lower rank than cement, slate-type shingles. Yellow, orange and brown rated buildings shall receive no roof of lower rank than non-cement, synthetic slate-type shingles (Lamarite), unless there is evidence that the original roof was composed of a material other than those permitted.
2. Allowed roofing materials are as follows:
ï Slate
ï Slate 2.0
ï Clay tile
ï Cement, slate-type shingles (Slate Select or Fire Free Naturals)
ï Non-cement, synthetic slate-type shingles (Lamarite)
ï Standing seam copper
ï Standing seam painted galvanized metal

F. Flat roofs:
Gravel or smooth surface built-up or single-ply roofing is only appropriate for some commercial buildings. Replacement of pitched roofs with flat roofs is strongly discouraged. No torch-down applications will be allowed.

QUALIFICATIONS
A. The materials recommended meet the requirements of the VCC at the time of approval for aesthetics and mechanical strength.
B. This policy may not in any way be considered to be an endorsement or recommendation for the use of any particular commercial product.
C. The VCC reserves the right to reject synthetic roofing materials deemed at any point in time [AAK note: i.e., previously] to have been an appropriate substitution for synthetic materials.

You could always request some estimates from sites such as 'reliable remodeler' or 'angies list' just to name a couple.
