Spring Bolts are set into the stiles of the sash and have a pin that slides into and hole the jamb to hold the sash up or lock it closed.
The spring bolt device is set into a hole drilled in to the stile of the sash.
Drilling the hole in the stile:
I find the Stanley Power Bore bit makes a very smooth-rimmed hole, even on the irregular surface of the moulded profile of a stile, even through a heavy paint buildup. I drill the hole starting at the inside of the stile. The Stanley Power Bore Bit, has a very long center point and a slicing side spur:

Stanley no longer makes them, but they turn up often on eBay. Highland and Lee Valley make faint imitations that do not work as well as the original Stanley Power Bore.
