I now have one and it works, it handles larger paint chips than the ProScraper. It comes with a warning to not use it on lead-containing paint, this sound to me like ploy for the manufacturer to avoid legal responsibility for how the tool might be used. Always follow effective lead-safe work practices.

The scraper looks like it would be useful, even for paint that is not lead based.
I noticed it said a heat gun could also be used - but wouldn't the vacuumed hot chips damage the vacuum and/or start a fire?
I assume the HEPA is needed to ensure safe lead levels, but have you tired the scraper with a regular shop vac?

I would not use the Proscraper with a hot air gun, unless it is set to not go over 250 degree F. The risk of higher temps is that an ember might get sucked up into the vacuum where it might smolder and combust later when you are not watching. It is part of our safety operations to not use vacuums during high-temp dry paint removal.
It would work with any vacuum, but if you are scraping lead-containing paint you should use it with a HEPA vac.

After purchasing a Proscraper about 10 days ago, I was so satisfied that I became a reseller. The flurry of dust and chips is practically eliminated from the work area. View the video at the link below taken at my shop. I do use it with a heat gun but keep the gun fairly low and use heat first then scrape. The scraper is attached to a Porter Cable vacuum with HEPA filter.

Also, here is an air scrubber I learned about from Andy Roeper, that can be used to help clean the air in a work space:
