Build a new sash vs Restore, how to decide?

This seems like a somewhat dumb question, but I keep getting hung up on it.

Our house was built in 1917 and pretty much every window is in need of some form or work, some more than others. I hope to be able to go through all the windows and restore/remake them to be good as new. I bought and read through saving Americas windows and thought I had a good grasp on everything. Then I started and that confidence disappeared.

After looking through this forum, I'm a bit confused on where to draw the line to just build a new sash.







This is the first sash I pulled out. I was under the Impression that I would Just rebuild this one, but looking at this forum it seems people would try and save it. The pictures aren't perfect, but the sash is loose, and when wiggled the tenons on the bottom rail broke off.

What would you say?
